Scholarships and Awards
Staff Council awards a minimum of two scholarships and four awards to staff in the spring semester. See below for detailed information on each opportunity.

Deborah and James Mathews - Excellence in Collaboration/Outreach Award
Mrs. and Mr. Mathews worked with many Texas State and San Marcos organizations, especially faith-based, to do good work for our community. As the first recipients, this award was named in their honor.
This annual award provides $200 to a staff member whose work over the previous academic year exemplifies an ability to collaborate with others in order to achieve overall excellence in service to Texas State University. Evidence of collaborative projects and service will be the basis for this award. One recipient will be selected each year from full-time staff members who exemplify these qualities.

Dr. Lawrence Estaville Employee Excellence Award
This award was developed to honor a staff member whose actions, deeds and work ethic over the previous year exemplifies overall excellence in service to Texas State University. It is named in honor of Dr. Lawrence Estaville for his generous contributions and advocacy for Texas State Staff.
This annual award provides $300 to a staff member whose actions, deeds and work ethic over the previous year exemplifies overall excellence in service to Texas State University. Superior work ethics and commitment to job performance will be the basis for this award. One recipient will be selected each year from full-time staff members who exemplify these qualities.

Rodrigo Rodriguez - Outstanding Service/Skilled Worker Award
Mr. Rodriguez was the first recipient of the Staff Council Outstanding Custodian Award and is held in esteem across campus for his stellar work ethic and outcome excellence. This award was named in his honor. In 2021, the award was expanded to include all members of the Service/Skilled Worker job categories.
This award provides $200 annually to a Service/Skilled staff member whose actions, deeds and work ethic over the previous year exemplifies overall excellence in service to Texas State University. Superior work ethics and commitment to job performance will be the basis for this award. One recipient will be selected each year from full time Service/Skilled staff members who exemplify these qualities.

Earl L. Moseley, Jr. - Staff Community Service Award
Mr. Moseley, a former Texas State staff member, was well known at Texas State and in San Marcos for his untiring community service activities. This award was named in his honor.
This annual award provides $200 to a staff member who has undertaken significant community service in San Marcos, Hays County, or nearby communities over the previous academic year. One award will be given each year to a full-time staff member who exemplifies outstanding community involvement.

Miguel Hernandez Staff Council Undergraduate Scholarship
The Miguel Hernandez Staff Council Scholarship is awarded to a full-time staff member enrolled in an undergraduate program to enhance, enrich and provide increased status and support for Texas State staff members in their endeavor for higher education. Mr. Hernandez was the first recipient of the Staff Council Employee Excellence Award and is widely recognized across campus for his outstanding work that sets a high bar for Texas State staff.
Recipients will be required to maintain eligibility throughout the award year. Any recipient who fails to maintain their eligibility, will forfeit the scholarship award for the following long semester.
Eligibility and Awards Criteria
- Must be a full-time, benefits eligible Texas State staff member.
- Must be employed at least 12 consecutive months prior to the application deadline OR must have been enrolled at Texas State in the Fall semester prior to the application timeframe.
- Must be enrolled in at least 3 semester credit hours at Texas State for the upcoming fall semester by the official 12th class day.
- Must maintain an overall grade point average of 3.0 or greater.
- Must be an undergraduate student
- Must include one recommendation form
- Staff enrolled in programs outside of Texas State are not eligible.
Recipients will be chosen based on the equally weighted evaluation of the following criteria
- Academic Excellence
- Texas State Involvement
- Future Goals
- Professionalism
- Collaboration
Scholarship applications open in the spring and are awarded the following academic year in two $600 increments through Financial Aid and Scholarships. Scholarships are funded entirely through fundraising and charitable contributions.

Frances Padilla Estavillo and Theadocia Hodges Richey Staff Endowed Scholarship
The Frances Padilla Estavillo and Theadocia Hodges Richey Staff Endowed Scholarship is named for two strong women who encouraged each of their dozen children to seek a higher education. It is awarded to a full-time staff member enrolled in a graduate program to enhance, enrich and provide increased status and support for Texas State staff members in their endeavor for higher education.
Recipients will be required to maintain eligibility throughout the award year. Any recipient who fails to maintain their eligibility, will forfeit the scholarship award for the following long semester.
- Must be a full-time, benefits eliglble Texas State staff member.
- Must be employed at least 12 consecutive months prior to the application deadline OR must have been enrolled at Texas State in the Fall semester prior to the application timeframe.
- Must be enrolled in at least 3 semester credit hours at Texas State for the upcoming fall semester by the official 12th class day.
- Must maintain an overall grade point average of 3.3 or greater.
- Must be Graduate, Doctoral or Special Professional level student
- Must include one recommendation form
- Graduate Assistants and staff enrolled in programs outside of Texas State are not eligible.
